He placed fourth at 142 pounds at the NCAA wrestling championships in 1990 to earn All-America honors. He won the Eastern Intercollegiate Wrestling Association 142-pound title in 1989, while earning runner-up finishes in 1988 and 1990. He was a four-time All-Ivy selection, earning first-team honors at 142 pounds in 1987 and 1988 and at 150 pounds in 1990 and second-team honors at 150 in 1989. He was also named the Ivy League Rookie of the Year in 1987 and was the unanimous choice for Ivy League Wrestler of the Year in 1990, making him the first-ever wrestler to win both of the league's individual awards. Over his four-year career, he compiled an overall record of 88-24-3 to rank 10th on Cornell's all-time win list. Waters, who was voted the team's MVP and who served as tri-captain as both a junior and senior, was named the Cornell Daily Sun Athlete of the Year in 1990. The former Iowa City, Iowa, native is a graduate of Iowa City High School, where he was a three-time district champion and a state champion as a senior. He lives in Denver, Colo.
